Position Overview

QinetiQ Inc. is seeking a Deputy Program Manager to support the integration of existing and new technologies aimed at providing a fully integrated airborne solution with primary radio detection and ranging (RADAR) and Electronic Intelligence (ELINT) payloads across a robust command, control, communications, computers, cyber, intelligence, surveillance, and reconnaissance (C5ISR) platform. This position will be part of our Global Surveillance portfolio and directly support both US Government and Allied customers.



Responsibilities

The Deputy Program Executive will be responsible for supporting program execution through direct customer interaction and helping to lead a senior systems engineering team alongside the program management office and supply chain management team. The Program executive plans and directs all aspects of systems engineering and will be responsible for leading and managing the team in the requirements management, compliance, development, production, integration and test, and sustainment of complex C5ISR systems.

Key Responsibilities:

    Program Management
    • Provide technical interface to customers for verification and validation of program requirements.
    • Determine most practical and cost-effective ways of implementing changes and improvements to platform systems.
    • Develop and negotiate major system specifications with customers and subcontractors.
    • Maintain contract schedules for platform systems deliveries while inserting changes and improvements in materials and systems.
    • Create briefings and reports including technical and programmatic assessments presenting analysis, results, conclusions, and recommendations; brief senior staff and customer as requested.
    • Provide technical and programmatic support through the entire project life cycle including concept development, system definition, acquisition planning, source selection, system design, development, integration and test, system delivery, and mission operations.
    • Assist in managing all budgets, costs, schedules, and deliverables associated with the program
  • Technical Knowledge
    • Provide technical responsibility for large complex projects or complete systems.
    • Develop product design descriptions, requirements and system test documentation, safety analysis reports, and technical analyses against requirements.
    • Direct the preparation of cost estimates and technical discussions of proposed new systems as well as provide technical review for this documentation
    • Participate in committees to define System CONOPS, system configurations, network parameters, Data security, data products and management, system performance, safety reviews, etc.
  • Design Development
    • Approve product design or changes
    • Resolve engineering or science problems
    • Use intuitive judgment for engineering analyses
    • Participate in design reviews and technical interchange meetings to assess and guide development activities performed by development contractors.
    • Conduct and support internal and customer design reviews.
    • Research state-of-the-art sensor technologies and sensor concepts/capabilities and provide technical advice to guide next generation use of those technologies.
    • Analyze information and evaluate results to choose the best solution to meet design requirements.
  • Project Documentation
    • Assist in the preparation of major complex written documentation to include engineering drawings, engineering standards, engineering specifications, technical proposals, technical manuals, disclosures and scientific discoveries.

  • Supply Chain
    • Experience in logistical support of procurement and delivery of commercial, non-commercial, hardware and software materials to support the development of government systems.
    • Provide logistical support for systems, sub-system and spare parts sustainment activities including receipt, storage, inventory management, information assurance and data base management and sustainment, property accountability, requirements determination, requisitioning, issuing, packaging and shipment of various hardware.


Required Qualifications

  • Bachelor's Degree in an Engineering or Technical discipline with minimum of 10 years relevant systems engineering experience; or Master's Degree with 7 years of relevant systems engineering experience.
  • Experience working OCONUS and partnering with NATO.
  • Broad understanding of DoD airborne and ground systems, hardware, software, operations, and their interdependence
  • Experience in supporting radar or communications integrations for air or ground-based systems.
  • Excellent communication, interpersonal skills, and the ability to interface with all levels of employees and management.
