At this time, SCI is recruiting highly qualified candidates whose background and career goals meet our needs for the following position in Huntsville, AL. Please note that due to Department of Defense contract requirements, U.S. CITIZENSHIP IS REQUIRED.

Job Summary:

This is a management role that serves as the principal advisor to SCI for contracts and compliance matters. The Senior Manager, Contracts & Compliance ensures strict adherence to federal government contractual regulations and audit requirements, overseeing the execution of customer audit procedures, and influencing senior leadership on critical compliance issues. This position drives departmental process improvement through deep contracting expertise.

Responsibilities:



  • Contract Management:

    • Lead the drafting, generation, interpretation, and management of highly complex proposals and contracts, ensuring alignment with business objectives and customer requirements.
    • Negotiate and administer complex government contracts, including FAR and DFARS compliance.
    • Manage contract changes, modifications, and Requests for Equitable Adjustment (REAs).
    • Ensure protection of company interests and intellectual property during negotiations.


  • Compliance & Risk Mitigation:

    • Develop and maintain a comprehensive compliance program for defense contracts, including ITAR and EAR regulations.
    • Conduct internal audits and assessments to identify and mitigate compliance risks.
    • Advise senior management on contractual and compliance risks and develop mitigation strategies.
    • Resolve contract disputes and issues effectively.
    • Ensure adherence to security requirements, including classified data.
    • Ensure compliance with all applicable laws, regulations, and company policies, including export control, security, and ethics.
    • Provide training and guidance to employees on contract and compliance requirements.
    • Stay abreast of changes in government contracting regulations and industry best practices.


  • Strategic Leadership & Collaboration:

    • Collaborate with program management, engineering, finance, operations, supply chain, and quality functional leads in a matrix environment.
    • Influence senior function leaders on significant contractual and compliance matters.
    • Lead and mentor a team of contract and compliance professionals, fostering a collaborative and high-performing environment.
    • Develop a list of prime contract flow-down clauses for inclusion in subcontract documents.
    • Complete and maintain Representation and Certification forms.
    • Maintain SAM and other applicable registrations.
    • May evaluate subcontractor proposals and/or conduct audits for completeness and adherence to compliance with Prime contract flow down requirements.


  • Process Improvement & Documentation:

    • Manage the analysis and preparation of contract documentation, ensuring compliance with government cost control guidelines.
    • Track contract performance and maintain accurate historical contract records and a central document repository.
    • Assist leadership on training employees to ensure understanding of and adherence to contract laws and regulations related to the business.




Basic Qualifications:



  • Bachelor's degree in business administration, law, or a related field (Master's degree preferred) or years of experience in lieu of degree.
  • Minimum of 7-10 years of expert-level experience in contract management and compliance, with a focus on defense contracts. Minimum of 3-5 years in a management position.
  • Extensive experience drafting, redlining, and negotiating various agreements (Prime, Subcontractor, Teaming, NDA, etc.).
  • In-depth knowledge of FAR and DFARS, and all contract types (FFP, T&M, Cost Plus).
  • Demonstrated ability to solve complex problems and make sound decisions.
  • Superb interpersonal and communication skills.
  • Detailed knowledge of government contract administration (subcontract flow-downs, change management, audits, etc.).
  • Proven ability to manage contractual matters for diverse contracts (COTS, services, R&D).
  • Experience in fact-finding and data analysis.
  • Must be a U.S. citizen and have or be capable of obtaining and maintaining a US Department of Defense (DoD) secret security clearance.


Preferred Qualifications:



  • Experience working in a secure ITAR facility.
  • NCMA Federal Contract Manager or World Commerce & Contracting Commercial & Contract Management Practitioner Certification.
  • Experience with CPSR (Contractor Purchasing System Reviews).
