East Bay Municipal Utility District (EBMUD) invites qualified applicants to apply for a Senior Human Resources Analyst (Sr. HRA) position in the Recruitment and Classification Division (R&C) in the Human Resources Department. Reporting to the Division Manager, this position requires excellent communications skills, strong analytical skills, and effective problem-solving skills.
As a working lead, the Sr. HRA in Recruitment and Classification will be responsible for:
*Developing, administering and validating selection instruments, and administering recruitment and selection processes for Civil Service examinations.
*Leading professional and administrative staff in support of recruitment and selection.
*Updating job analysis information.
*Developing, participating in and implementing recruitment and outreach materials.
*Developing and maintaining effective working relationships, confidence and trust of EBMUD's managers, supervisors, employees and the public.
Typical duties include:
*Leads, oversees, plans, organizes, directs, reviews and evaluates the work of professional analysts, technicians and clerical employees performing recruitment, selection, job analysis, and other human resource functions.
*Plans and directs recruiting programs for regular full time, part time, temporary, limited term and temporary construction employment; prepares or directs the preparation and dissemination of recruitment publicity.
*Designs, plans and develops employee selection procedures; analyzes and interprets results and develops new or improved assessment techniques; administers a variety of examination processes and procedures; develops and applies scoring criteria.
*Plans, develops, conducts and supervises validation studies for a variety of selection procedures.
The ideal candidate will have:
*An advanced degree in a closely related field.
*Extensive experience leading, overseeing, directing, reviewing and evaluating staff in performing recruitment and selection.
*Experience working for a public employer and/or a civil service agency interpreting and implementing complex rules and regulations.
*Excellent interpersonal skills in addressing sensitive, confidential issues.
The annual salary is $129,000 up to $195,660. Initial placement within the range is based upon qualifications. Appointment is typically made at or below the control point ($167,700 per year).

3.Must possess a valid California driver's license and a satisfactory driving record. Must possess physical characteristics to perform the critical and important duties of the job, including sufficient physical mobility to visit a variety of work sites and sufficient strength to lift and carry boxes of personnel materials such as exams weighing up to 30 pounds.
4.Must be willing to work during evening or weekend hours and work overtime as needed.
