About Us: The UW School of Medicine and Public Health (SMPH) is a leader in research and innovation, dedicated to improving patient outcomes through advanced data science and analytics.

Position Overview:
We are seeking an experienced Data Governance Program Manager to support researchers and promote data sharing at SMPH. Reporting to the Associate Dean for Informatics and Information Technology, the ideal candidate will be leading the development and implementation of data governance data sharing and management practices for biomedical data. This role requires a deep understanding of data anonymization techniques, synthetic data generation, and a commitment to maintaining the integrity and confidentiality of sensitive information.

The position directs development and implementation of state-of-the-art methods and tools for data governance, sharing and management. This position can expect to work on the following responsibilities on a day to day basis:
- Work with leadership in creating the necessary infrastructure, policies, standard operating procedures, and practices for institution-wide data governance for biomedical data.
- Assist investigators in developing data sharing and management plans.
- Assist investigators in obtaining DOIs for publication ready datasets and depositing data in national databases.
- Design data use requests forms and data attestation forms for large research projects.
- Ensure adherence to agreements, security, privacy and compliance regulations including HIPAA and human subjects research guidelines during data releases.
- Utilize privacy preserving data linkage approaches as needed for data integration.
- Develop and implement data de-identification techniques to protect sensitive information and releasing data for research.
- Develop and implement methods for creating synthetic datasets that accurately reflect real-world data while ensuring privacy and confidentiality.
- Conduct data quality assessments and validation to ensure the accuracy and reliability of de-identified and synthetic data.
- Provide guidance and support to team members on best practices for data governance.
- Provide data governance related training to researchers and staff.
- Coordinate the cyber security reviews and risk management for the program.
- Stay up to date with the latest advancements in policies governing data sharing, data de-identification and synthetic data generation techniques.
- Contributes to education and training initiatives
- Directly and indirectly supervise a team of employees dedicated to Data Governance at SMPH


Responsibilities:
Contributes to a research agenda set by a lead researcher by preparing data sets, analyzing them using data science techniques, and presenting the results. Plays a leadership role and may lead a team and/or personnel.

  • 10% Prepares data sets for analysis including cleaning/quality assurance, transformations, restructuring, and integration of multiple data sources
  • 15% Identifies and implements or guides others in implementing appropriate data science techniques to find data patterns and answer research questions chosen by the lead researcher including data visualization, statistical analysis, machine learning, and data mining
  • 15% Organizes and automates project steps for data preparation and analysis
  • 15% Composes and assembles reproducible workflows and reports to clearly articulate patterns to researchers and/or administrators
  • 15% Documents approaches to address research questions and contributes to the establishment of reproducible research methodologies and analysis workflows
  • 15% Serves as an institutional subject matter expert and liaison to key internal and external stakeholders regarding data science best practices and methodologies and represents the interests of data science
  • 10% May supervise the data-to-day activities of staff and resolves routine personnel issues
  • 5% Contributes to education and training initiatives

Education:

Preferred
PhD
Preferred in computer science, data science, public health, bioethics or related discipline.


Qualifications:

Required:
- At least three years of experience demonstrating ethical data practices and maintaining the highest standards of data integrity.
- Strong understanding of data privacy and compliance requirements.
- Proficiency in programming languages such as Python or R, or similar.
- At least three years of experience with data de-identification.
- Excellent problem-solving skills and attention to detail.
- Strong communication and collaboration skills.

Preferred:
- Proven experience working on a large, grant-funded project that involves data exchange and sharing.


Work Type:

Full Time: 100%

It is anticipated this position will be remote and requires work be performed at an offsite, non-campus work location. There may be occasional meetings that are required for this position to attend in person, on campus located in Madison, Wisconsin.

The starting salary for the position is $100,000 but is negotiable based on experience and qualifications.

University sponsorship is not available for this position, including transfers of sponsorship and TN visas.
