Description

Position: Director of Resource and Quality Assurance

Department: Mission Services

Reports to: VP of Mission Services

Status: Exempt

Summary

Responsible for providing quality assurance to all mission services. Provides leadership in the analyses, data collection and systems used to measure, manage, and work to improve all services. Oversees all activities to ensure full compliance with Commission on Accreditation of Rehabilitation Facilities (CARF). Provides oversight to all mission and business services billing and ensures that all reporting and billing is completed accurately and in a timely fashion. Works closely with VP of Mission Services in providing excellent customer service and ensuring that all processes and functions are completed in compliance with all internal and external standards, contracts and regulations.

Duties and Responsibilities



  • Hires, orients, trains, develops, coaches, disciplines, evaluates performance, and terminates staff assigned with the approval of supervisor and Human Resource. Review job descriptions annually, and updates as well as establishes performance criteria. Promotes and models a team-based approach among staff and works across departments to support all aspects of employment at Goodwill Keystone Area.
  • Supervises and manages the administrative team in their responsibilities for client files, billing, data reporting to internal and external stakeholders including counties, grantors, etc.
  • Oversees all privacy practices for Mission Services and reports breaches to the VP of Mission Services.
  • Spearheads Quality Management for Office of Developmental Programs (ODP), including Provider Qualifications, Provider Monitoring, Incident Management reporting, etc.
  • Oversees an internal audit structure that includes internal audits of transactions for policy and procedure compliance or infractions. Provides management report, along with recommendations, to Services Directors and VP of Mission Services.
  • Coordinates and oversees all preparations for CARF survey. Ensure all CARF standards are implemented and maintained across the organization. Serve as the expert in all accreditation requirements, advises on changes to policies and procedures as necessary.
  • Generates reports using Power BI, Data Tracks and other data system for other directors to improve performance management of staff. Ensures that reports such as Outcomes Reports, Quality Enhancement Surveys, reporting for GII, etc. are completed accurately and in a timely basis.
  • Drives process improvement within the division and helps in the development and maintenance of organizational tools and job aids for the division. Standardizes paperwork and processes where feasible.
  • Works closely with the finance team to gather and maintain information for contracts, ensure that costs are charged to departments/programs/grants according to the plan, and assist in conducting annual time studies to verify and modify labor allocations.
  • Oversees statewide billing such as PROMISE and CWDS.
  • Serves as a liaison with other departments to develop and maintain operational aspects of service delivery.
  • Works with Mission Services management team to perform monthly analysis of financial performance against budget and prior year financial data. Ensures that any identified errors are corrected in the general ledger. Assists in budget preparation.
  • Oversees gift card distribution to people and agencies.
  • Provides additional reports as required or necessary.
  • Promotes an environment of workplace safety by training and informing others regarding safety standards/precautions. Monitors safety and takes corrective action. Ensures that regulatory safety requirements are adhered to.
  • Communicates progress, problems, and concerns to the VP of Mission Services.

Qualifications

Education and Experience



  • Bachelor's Degree in Human Services; or Associates Degree in Human Services with two (2) years' experience in the relevant field; or High School diploma or GED equivalent and four (4) years' relevant experience which enables the individual to meet the standards and expectations of the position.
  • Five (5) years' relevant work experience.
  • Five (5) years' supervisory experience.


Skills/Abilities/Qualifications



  • Current CARF Surveyor or willing to become a surveyor.
  • Strong computer skills with proficiency in Excel and Access.
  • Strong statistical and analytical skills.
  • Strong organizational and administrative skills.
  • Strong communication and facilitation skills.
  • Must possess a valid driver's license and reliable vehicle.
  • Ability to travel within Goodwill Keystone Area territory.
  • Ability to problem solve and make recommendations using sound judgement consistent with standards, practices, data, regulations, etc.
  • Must complete and successfully pass State background check, Child Abuse Clearance and FBI Clearance.
