The Department of Safety & Security is a university-wide support system that champions the research and educational goals of
UNC Charlotte, recognizing it as an entity of influence in the Charlotte region. The mission of Safety and Security is to collaborate and engage the campus community in areas related to the protection, health and safety of students, faculty, staff and visitors while safeguarding University assets; to identify and prioritize the management and planning of risks facing the institution and coordinate the appropriate response; to ensure law enforcement standards and compliance guidelines maximize campus safety and security; and to enhance the response and recovery time for any campus emergency by preparedness, training and coordination of emergency management and business continuity principles. Safety & Security encompasses five general areas: The Environmental Health and Safety Office; The Office of Emergency Management; Threat Assessment and Management; Demonstration Activity Resource Team; and
UNC Charlotte Police & Public Safety. |
Primary Purpose of Position |
The primary purpose of this position is to manage all activities and performance pertaining to the University's public safety technology(ies). Additionally, the position maintains internal oversight of project management, system installation, and any commissioning for installation projects in coordination with the Division of OneIT. |
Summary of Position Responsibilities |
This position is responsible for oversight and management of Departmental public safety technology(ies) to include; the University's access control system and policy, the University's security camera system (both interior and exterior) and policy, and hardware/software associated with the University's mass notification system. The position will also serve as the Departmental point of contact for projects and initiatives originating in other areas of the University that require public safety technology(ies).
Job Duties:
- Oversees the Department of Safety and Security departmental wide technology(ies) to include; access control, the campus camera network, emergency notification system(s), and mobile safety app.
- Plans, organizes, controls, and communicates with all security technology installation activities.
- Builds and maintains effective operations and organizations for the University with current and future public safety technology infrastructure.
- Coordinates with multiple University departments related to public safety technologies.
- Conducts safety and security site visits to improve the University's overall public safety infrastructure.
- Performs routine inspections, testing, servicing, new installation, and preventative maintenance of security systems (CCTV, Access Control, key box system, and Gate systems).
- Acts as point of contact for any University Public Safety Technology related questions/issues.
- Supports public safety technology issues that arise in the Emergency Operations Center, Communications Center (dispatch), Real Time Information Center (RTIC),and Mobile Command vehicle, as needed and/or requested.

Minimum Education/Experience |
- 5+ years of public safety experience (law enforcement, emergency management, emergency response, health and safety, risk management).
- Minimum of 5 years supervisory experience.
- Bachelor's Degree in public safety or equivalent field.

Preferred Education, Knowledge, Skills and Experience |
- 8+ years of public safety experience (law enforcement, emergency management, emergency response, health and safety, risk management).
- Proficiency with computer hardware components and software packages.
- Experience with both installation and project management pertaining to security technologies.
- Proficient with MS Office Suite (Excel, Outlook, PowerPoint, Project, SharePoint and Word).
- Ability to establish and maintain effective working relationships with both internal and external customers.
- Must be able to manage multiple tasks while meeting strict deadlines.
- Must be detail-oriented and organized.
- Strong planning and reporting skills.
- Possess excellent verbal written communication and follow-up skills.
- Strong analytical and decision-making abilities.
- Strong working relationship with multiple technology vendors.
- Knowledgeable of higher education University policies and procedures.
- Ability to read blueprints and the variations provided.
- Experience with any or all of the following: Open Options, Lenel, Medico, Avigilon, Access Unity, AXIS, Pelco, Alta, Banner, Transact, Blackboard, Schlage, Flock, ARCHIBUS, Skydio, ArcGIS, Cradlepoint, AutoCAD.
- Experience in emergency notification systems such as Rave Mobile Safety, Alertus, etc.
- Ability to perform hardware installation tasks such as cabling and termination.
- Site Security Survey experience with training in PSP, PSCM, CPTED.
- Working knowledge of IT security, including NVR data storage for on-premise practices.
- Navigate any internal or external audits specific to Public Safety technologies.
- Experience with State, Federal, and Local Laws pertaining to access control, security cameras, GFMS, etc.
- Training or coursework in digital forensics, cybersecurity, networking.
- Ability to perform analytical data entry for any security technology request.
- A thorough knowledge and understanding of Access Control, CCTV (IP Video & analog Video), Gate Systems, and GFMS.
- Ability to troubleshoot and service CCTV, Access Control Systems, and Gate Systems independently.

- Current/Valid Driver's License.
- Must have certification for operator/admin in Access Unity 7.
- Must have essential technician certification in DNA Fusion.
- Must have certification for operator/admin in Avigilon Unity Video 8
