Position Summary:
The Battalion Chief of Operations provides operational responsibility for directing Fire, Rescue and Emergency Medical Services for the Company. The position manages Line personnel and their performance while providing service to customers. Battalion Chiefs of Operations work in their assigned division (Wildland, Rescue, Insurance, Logistics).
Essential Duties and Responsibilities:
* Plans and quality controls the operations of stations and field crews, including the monitoring of work standards to ensure personnel are productively utilized and acceptable work quality and service level standards are maintained.
* Conducts inspections, reviews reports, and investigates complaints to ensure compliance with Company policies, rules, and procedures.
* Maintains clear, timely, and accurate communications between Management, administration staff and crew members so that standby services and support activities are coordinated and achieve company objectives.
* Provides technical assistance to Captains and other staff in the completion of their work, and personally handles or directs complex tasks or multi-crew projects.
* Maintains a competent and motivated work force, with emphasis on first-line supervisors, through work assignments, performance evaluation, counseling, training, and managing member performance improvement actions.
* Keeps superior officers informed of problems or issues which need to be addressed and proposes alternative solutions for consideration.
* Identifies ways to improve and streamline operations, training, and equipment maintenance tactics and programs, including the cost and benefit of possible improvements.
* Assists the Operations Division Chief in preparing the annual budget anticipating the resources required for the Company to provide satisfactory and responsive protection for the Companies' customers.
* Identifies and assesses the nature of problems impacting the effectiveness of service delivery, such as the status and conditions of equipment, effect of training activities and training needs, utilization of staffing in response to workload, and takes corrective action in consultation with the Operations Division Chief.
* Establishes objectives for the operation of the Company in conformance with the goals set by Executive Management. Communicates these objectives to all personnel under their supervision. Monitors the implementation of these objectives for their work programs and takes corrective action, as necessary.
* Plans, directs, supervises, and coordinates the work of field employees; organizes and assigns personnel; reviews shift activities through reports prepared by subordinate personnel and through conferences with Fire Captains, instructs personnel in operating procedures.
* Projects a positive image to individuals and groups as a professional, competent, and helpful manager. Communicates effectively and openly with different individuals and groups.
* Prepares timely and accurate reports and maintains files (shift, group, division, etc.) in an up-to-date status. Generates a monthly performance report for the Operations Division Chief regarding the work activities of their shift, group, division, etc. as required.
* Assures that all personnel under their supervision are adequately trained and appropriately informed regarding their duties and responsibilities.
* Work as a team member within the operations division.
* Maintains an adequate level of physical fitness to meet job requirements. Keeps abreast of new tactics, procedures, programs, and technologies in their respective division.
* Projects a positive, professional image to the public. Develops and maintains support for the company.
* Abides by the Company's rules, regulations, policies, procedures, mission, guiding principles, and the CAPSTONE Way.
* Maintains knowledge, skills, and proficiency by attending Training drills and completing Training assignments as directed by the company.
* Performs additional tasks or duties as assigned.
Minimum Required Qualifications
* Valid Driver's License with a clean driving record.
* High School Diploma or GED
* CPR with AED
* Bachelor's degree from a four-year college or university, OR ten (10) years of paid professional all risk fire experience or equivalent, OR equivalent combination of education and experience.
* Five years as a company officer/supervisor, managing a field operations team.
* Proven knowledge of local, state, and federal rules and regulations as applied to the fire and emergency service industry.
* Proven knowledge of "best practices" information sources and organizations available to fire service leaders
* California State Fire Marshal Fire Officer or equivalent
* IS-100, 200, 700, and 800.
* A functional, working knowledge of computers and software, to include Microsoft Outlook, Excel, Word, Teams, etc. Must be able to create documents with basic functionality.
Desirable Qualifications (As Required by Division)
* Advanced fire service or management training (All Divisions)
* Advanced working knowledge with computers, iPads, cellular phone applications and other IT equipment and software.
* California State Fire Marshal Confined Space Rescue Technician or equivalent (Rescue)
* Hazardous Materials First Responder Operations or equivalent (Rescue)
* NWCG or State Strike Team Leader/Task Force Leader training (Wildland, Insurance)
* IS-300 and 400 (All Divisions)
* Emergency Medical Technician; National, State, or County (All Divisions)
Core Competencies:
To perform this job successfully, an individual should demonstrate the following competencies to perform the essential functions of this position:
* Evaluating, planning, and managing the technical as well as the management aspects of Fire, Rescue, and EMS delivery including standby, response, and operations.
* Performance evaluation and employee development.

* Functioning as part of a management team; planning, organizing, and coordinating the work of staff.
* Analyzing complex operational problems, developing effective and responsive solutions, and preparing. accurate reports and recommendations regarding these solutions.

* Interpreting and making decisions in accordance with laws, policies, and protocols.
Supervisory Responsibilities:
* This position may manage operational support staff and is responsible for the performance management and hiring of the employees within that area.
Physical Demands:
* While performing the duties of this job, the employee is occasionally required to stand; walk; sit; use hands to finger, handle, or feel objects, tools or controls; reach with hands and arms; climb stairs; balance; stoop, kneel, crouch or crawl; talk or hear; and taste or smell.
* The employee must occasionally lift or move up to 25 pounds.
* Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.
Position Type/Expected Hours of Work:
* This is a full-time position. Days and hours of work may vary by Division, but are typically Monday through Friday, 8:30 a.m. to 5 p.m. This position may include remote work. This position may also require longer hours and some weekends based on customer needs/contract requirements.
Travel:
* Travel is primarily local during the business day, although out-of-area and overnight travel may be expected, based on each division's needs.
Work Environment:
* This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, printers, photocopiers, filing cabinets and fax machines.
