Position Summary

This position is responsible for providing technical management and leadership for the Program. The Technical Manager I focuses primarily on identifying and implementing energy savings for clients and customers throughout the service territory. Provide energy advice and coordination services of building maintenance, lighting, controls, heating, ventilation, and air conditioning (HVAC) systems for energy efficiency and comfort for the energy efficiency programs.

Essential Duties and Responsibilities

  • Manage technical operations of the designated Programs
  • Direct and assist with the technical aspects of programs. This includes program design, measure selection, application design and review, and the engineering side of database design.
  • Work cooperatively with clients and evaluation to design evaluation plan and implement program designs and changes following evaluator recommendations
  • Assist Program Managers in creating energy savings methodologies
  • Provide technical support and leadership to Energy Engineers and license holders
  • Review/Approve prescriptive/custom incentive applications
  • Practice effective project management skills in leading this energy efficiency program to attain net savings goals
  • Track progress towards energy savings goals, program metrics, and budget spending to ensure achievement of goals within funding guidelines
  • Mentor team members in achieving their personal savings goals annually as well as career development
  • Assist operations team members in the direction of processing energy efficiency projects through the tracking system
  • Discuss technical elements of energy consuming equipment in a facility (lighting, HVAC, hot water systems, envelope, integrated design) and how it affects utility consumption and demand, to help build a business case to prioritize recommendations and how they affect savings and first cost
  • Assist in the training of Engineering department staff
  • Participate in QA/QC and internal audit activities
  • Identify and provide documentation of on-site opportunities for energy efficiency in buildings under design and construction; provide follow-up as required to the customers
  • Provide management and supervision of program and/or portfolio staff engineers to include hiring, coaching, performance reviews, and mentoring
  • Develop and maintain advanced level proficiency in all program technology platforms utilized by engineering staff


Position Requirements

Education and Experience



  • Bachelor's degree in Engineering from an accredited four-year college or university
  • 3 - 5 years of management or supervisory experience, including hiring, coaching, performance reviews, and mentoring.
  • 2 - 3 years experience in the energy efficiency industry. A strong understanding of how systems affect energy consumption
  • 3 - 5 years engineering experience related to mechanical design, energy modeling or construction.
  • Experience in building design, "green" construction and sustainable design - Preferred
  • Proficiency in financial management
  • Energy efficiency program experience - Preferred

  • Strong customer service and communication skills.
  • Ability to handle a wide work variety and work in a fast-paced environment.
  • Detail-oriented, organized, self-starter, and have an ability to prioritize workload.
  • Ability to identify and resolve project application issues with customers and trade allies.
  • Proficient in Microsoft Office, specifically Word, Excel and Outlook.
  • Strong ability in using and reporting from tracking systems/databases.
  • Ability to communicate effectively, both verbally and in writing with customers, clients and employees.
  • Ability to analyze and interpret data and solve practical problems.
  • Knowledge of mathematical concepts such as fractions, percentages and ratios
  • Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry.
  • Ability to define problems, collect data, establish facts and draw valid conclusions.
  • Ability to understand and apply in a building environment applied physics including thermodynamics, fluids and heat transfer theory.
  • Must be able to research questions of a technical nature efficiently and find new information

Licenses & Certifications



  • Certified Energy Manager and the LEED AP credentials - Preferred
  • A licensed engineer - Preferred
  • Valid driver's license



Travel Requirements



  • Willingness to travel up to 15%
