Basic Function

The Director, Global Security and Crisis Management provides executive vision and leadership for a risk-based, intelligence driven security management strategy to protect LyondellBasell (LYB) personnel, and assets (96 chemical and APS manufacturing sites, 24 commercial offices, 7 product storage warehouses, and hundreds of miles of US and EU pipeline) in 37 countries globally. The Director assesses security risk globally and develops strategies and governance processes so LYB can effectively operate within any security risk environment. The position also leads the company-wide crisis management and business continuity program which is a key, multi-functional component of LYB's global resilience capability.

Roles & Responsibilities

  • Manages and develops a global staff of security and crisis management professionals and develops budgets to accomplish objectives in an efficient and cost-effective manner that adds quantifiable value to LYB.
  • Creates policy and governance standards for the crisis management, security management, asset protection, investigations, supply chain security, physical security, risk intelligence and threat analysis, and security awareness training functions used throughout LYB.
  • Ensures LYB compliance with US, European, British, Brazilian, Chinese and Canadian government mandated security management and supply chain security requirements for chemical manufacturing facilities and Supply Chain operations.
  • Tests crisis readiness plans and processes for mitigating or managing emerging, or on-going crisis events throughout the company, and is the crisis management process subject matter expert who guides senior LYB leadership actions during a crisis incident. The role also develops crisis management training to improve incident management capabilities/knowledge in the company, and to proactively identify gaps in crisis preparedness, response, and recovery strategies. The Director recommends solutions to close the preparedness gaps to senior LYB leaders.
  • Develops strategies to ensure security management and crisis management programs align with HSE Goal Zero, and ACC "Responsible Care" objectives / standards.
  • Oversees strategies to protect senior LYB executive leadership, including the LYB Board of Directors, and LYB employees traveling to high-risk countries/cities.
  • Represents and advocates for security management legislation and regulation with federal, state and local government agencies, as well as with international organizations as an executive member of the Security Committee of trade and advocacy associations who represent LYB interests and points of view regarding legislation impacting the petrochemical industry.
  • Develop and manage an enterprise-wide business resilience strategy that will be a proactive tool for effectively managing emerging security and business risk issues.
  • Manage due diligence, regulatory, workplace violence, criminal violation, or business conduct investigations in partnership with Compliance, or Legal or HR or Internal Audit.
  • Oversee the analysis of intelligence for developing risk-based strategies to protect business travelers, LYB facilities, personnel, intellectual property, and supply chain systems.
  • Collect and analyze security incident and crisis risk data globally. Identify trends and patterns that ay impact LYB business objectives. Develop and recommend follow-up actions to the LYB leadership team and annually to the Board of Directors.
  • In partnership with Enterprise Risk Management develop functional business resilience (crisis management and business continuity) readiness certification programs throughout LYB and report the crisis response readiness results to the LYB Executive Leadership.
  • Assess and (as appropriate) test new technologies to improve security management operating efficiencies, and /or, lower annual operating costs.
  • Oversee the management of third-party contractors for security services, crisis incident management and analysis, investigations, and security training throughout the department.
  • Develop department strategic goals, including the creation of operating and capex budgets to support HSE and company manufacturing/business objectives.

Min. Qualifications

  • A four-year college degree (BA/BS) in criminal justice, business management, international affairs, political science, economics, psychology, anthropology, sociology, or similar major is required.
  • Typically, fifteen (15) years executive leadership or command experience, to include leading multi-functional global teams of security/intelligence, crisis management, or investigations professionals, plus, responsibility for developing departmental strategies and goals and creating multi-million-dollar annual operating and/or capital budgets to support the strategy.
  • Typically, fifteen (15) years of risk-based international security management and supply chain security, or business resilience and crisis management experience.
  • Typically, ten (10) years of due diligence investigations and analysis experience, including developing business risk models for quantifying new market entry risk.
  • Demonstrated experience in dealing with complex investigations experience (i.e. theft, fraud, counterfeiting), to include testifying in court or a regulatory body. Must have experience conducting Foreign Corrupt Practices Act (FCPA) and UK Bribery Act (UKBA) investigations, and working knowledge of US and international criminal justice legal system procedural requirements relating to investigations, rules of evidence, and criminal justice procedures
  • Demonstrated experience developing security management and/or supply chain security for international corporations in accordance with US and / or international security compliance requirements to include C-TPAT, CFATS, MTSA, OFAC, PIP and AEO.
  • Experience in the oil and gas, or petrochemical industry is preferred, including working knowledge of the US Safety Act, American Chemistry Council "Responsible Care" standard, the US DOT pipeline transportation security requirements, plus OSHA and UK employee / business traveler protection requirements.
  • Must be able to qualify for a Transportation Security Identification Card and pass the security requirements for a Chemical-Terrorism Vulnerability Information certificate, and / or a SECRET national security clearance as issued by the US government Critical Infrastructure Protection program operated by US Department of Homeland Security (DHS) or the FBI.
  • Must possess excellent written communication skills and be a confident public speaker who can effectively communicate to all levels of the company.
  • Must possess working knowledge of IT network-based technical and physical security systems be able to develop strategies that improve physical security efficiencies and effectiveness.
  • Ability to effectively communicate complex security management, investigative, and business resilience concepts to senior executive management, and, employee's enterprise-wide is essential.
  • Must have strong critical thinking and analysis skills, and the ability to build strong relationships that influence and achieve performance expectations among colleagues globally.

Preferred Qualifications

  • A Master's degree in any of the above subjects, an MBA, or a JD is preferred.
  • Ten (10+) years' experience in government advocacy at the US and international government / legislative /regulatory level preferred.
