SUMMARY OF DUTIES:

This position has responsibility for all aspects of managing Communications and Signals (C&S) infrastructure in the New York Communications and Signals East Sub-Division including ensuring safe work practices, overseeing assetinspection and maintenance processes, administrative oversight, leading the Non-Agreement and Agreementworkforces, and budgetary management. The Assistant Division Engineer position requires 24/7 availability tooversee an around the clock workforce, lead the restoration of service due to railroad emergencies, and providetechnical expertise to day-to-day Operations as required.

ESSENTIAL FUNCTIONS:

Drives improvement in safety performance of the C&S East Sub-Division through effective communication,direct oversite of safety activities, administration of efficiency testing, and coaching of direct and indirect reports,as appropriate.

Maintains all infrastructure in the sub-Division in a manner that ensures a safe and dependable environment fortrain operations while working within the limitations of the annual operating plan.

Ensures all aspects of the infrastructure meet or exceed current Amtrak standards and comply with all relevantregulatory requirements and standards.

Assists Division leadership in the development of a Capital Program that targets investment in critical prioritiesand drives improvement in the safety and reliability of the sub-division infrastructure.

Plans and monitors daily/weekly work plans to ensure proper prioritization, efficient utilization of limitedresources (including track usage, force account, equipment, etc.), and effective execution of the work.

Oversees all administrative activities of the sub-Division including, but not limited to, accident/incidentinvestigation, payroll and time-entry management, workforce scheduling, operating and capital budgeting,safety management, inspection scheduling and compliance, etc.

MINIMUM QUALIFICATIONS:

Bachelor of Science Degree in Engineering, Construction Management, or related field with a minimum of 7years' experience in purchase or materials planning or related field.

In lieu of education, a minimum of 11 years of relevant work experience, or equivalent combination ofeducation, training, and work experience.

Qualified or possess sufficient experience to be qualified in: RWP, AMT 23 & AMT 27, AMT 2, NORAC.

Possess knowledge of and ability to apply Federal Railroad Regulations including Roadway Worker Protectionand those pertaining to AMT 23 and AMT 27.

Demonstrated supervisory experience in right of way inspection, maintenance, and construction.

Demonstrated knowledge of C&S construction, maintenance, and regulatory requirements.

Must be able to interface with all levels of employees and both external and internal customers.

Must be skilled and experienced with MS Office, creating spreadsheets, presentations, memorandums, andutilizing other applications to perform job functions.

Demonstrated knowledge and applied experience in railroad operations, operating rules, and divisionaloperating processes and procedures.

Demonstrated effective communication skills both written and verbal; skilled in delivering presentations withinand outside of the organization.

Demonstrated skill and ability utilizing effective time management and delegating work to others.

Demonstrated ability to understand and apply collective bargaining agreements.

PREFERRED QUALIFICATIONS:

Master of Science Degree in Engineering, Construction Management, or related field with a minimum of 9 years'experience in purchase or materials planning or related field.

In lieu of education, a minimum of 13 years of relevant work experience, or equivalent combination ofeducation, training, and work experience.

Licensed Professional Engineer or ability to acquire.

Expert level knowledge and experience in all facets of C&S inspection, maintenance, and construction includingbut not limited C&S methods, operations, and procedures, as well as working knowledge of other craftsinvolved.

Held craft positions(s) performing C&S inspection, maintenance, and construction.

Working knowledge of C&S Circuitry, SOI's, EP's, Memorandums, etc.

Advanced management and leadership, interpersonal communications, handling employee injuries, conductinginvestigations, PPE.

WORK ENVIRONMENT:

Position is responsible for 24/7 operation.

Available to work at various times to support railroad operations as needed including nights and weekends.

Combination of office and field environment working in all weather conditions.

Travel: 50% Field / 40 Office Responsibility.

COMMUNICATIONS AND INTERPERSONAL SKILLS:

Must have excellent oral and written communication skills.

The salary/hourly range is $130,000.00 - 143,530.50. Pay is based on several factors including but not limited toeducation, work experience, certifications, etc. Depending on an employee's assigned worksite or location, Amtrakmay consider a geo-pay differential to be applied to the employee's base salary. Amtrak may offer additionalincentive and pay programs to recognize and reward our employees, including a short-term incentive bonus basedupon factors such as individual and company performance that is commensurate with the level of the positionand/or long-term incentive plan compensation.
